Miss Amelia Cackle is the Head Mistress of the school, a position that she inherited from her grandmother. Even though she is in charge of the Academy, she's gentle by nature, and disciplines with only stern words. These incidents are few and far between, but when they occur, they leave their mark. It is she who names Mildred the Worst Witch, but it is also she who sees past her mistakes.

Miss Cackle is a bit of an open-minded traditionalist. She loves the school and what it stands for, but she also cares about the well-being of the girls. Arguments often flare up between Miss Hardbroom and Miss Bat, over decisions concerning the way certain things are done, and Miss Cackle always acts in the best interest of the girls. She finds a practical and educational way to get the point across, whether it's a prize for the tastiest non-magical drink, or turning a hat into a chocolate cake.

Miss Cackle has an evil twin sister named Agatha, who is also a witch and pops up occasionally to cause trouble. Right always wins out though, and after a traumatic event, Miss Cackle often eats a slice of cheese, which happens to be her favourite food.
